Stratford EMS and two SEMS members recognized by Department of Public Health


STRATFORD, CT — Stratford EMS, Volunteer EMT Barry Kelly and Director Michael Loiz have been recognized by the Department of Public Health’s Office of Emergency Medical Services in a ceremony held at the EMS Pro Conference at Foxwoods Casino on October 27, 2022.

SEMS has been awarded the “EMS Agency of the Year award”. This award was established to recognize and commend an EMS Organization, whether commercial or volunteer in structure, that has enhanced the understanding and support of the EMS System through their public service, community education and contributions to a city, town, region or the state as a whole.  This was in large part because of the innovative measures SEMS took during COVID, to partner with Stratford Public Health to provide support during vaccination clinics, the Homebound vaccination program and other important training and community support programs SEMS has launched.  This is the third time SEMS has been recognized with this award which speaks to the ongoing commitment SEMS demonstrates to the residents of Stratford.

Volunteer EMT Barry Kelly has been recognized with a “Years of Service” award for his 45 years of EMS service to Stratford as a volunteer and Connecticut as an EMT.  EMT Kelly is a “plank owner” at SEMS – he has been a part of SEMS since it’s inception.  EMT Kelly has also worked for other EMS agency’s during his years of service.  He has held positions of President of the EMS Association and Volunteer Supervisor at SEMS.  Decorated numerous times for performance, volunteerism and calls,  he has also been the recipient of the Presidential Volunteer Service Awards – Lifetime Achievement.  His recognition at the CT EMS Awards represents the MOST years of service for anyone being recognized this year.

Director Michael Loiz has received the “Leadership in EMS Award” which is intended for an individual who has positively impacted the EMS system. The intent of this award is to recognize and commend an individual that has made an impact on pre-hospital care. The award provides an opportunity for the EMS Community to recognize the talents and accomplishments of an individual’s promotion of the Emergency Medical Services System as a Public Health entity. Director Loiz not only runs SEMS, but also participates in numerous statewide committees like the CT EMS Advisory Board, Chairs it’s Legislative Committee, is an EMS-Instructor for both EMT and Paramedic programs and is a Dispatch expert in CT supporting multiple EMS dispatch centers with his expertise. Loiz is also a Public Safety Consultant with clients throughout the nation.

“I am continually inspired by the work of the men and women of SEMS.  Their dedication to community and quality care is unparalleled and Stratford is lucky to have each one of them working in our community.  Mr. Kelly is a true example of volunteerism at its best. 45 years of service, is particularly impressive and we are always hopeful for many more years of service from him.” said Michael Loiz, Director of EMS.  “I am extremely humbled and honored to be receiving the Leadership award this year for my work at SEMS and within the CT EMS Community.  I work very hard for my staff at SEMS but am also passionate about supporting and furthering the entire CT EMS system. As an ardent servant leader, I’d like to thank all of the members of Stratford EMS and my leadership at the Town of Stratford for their continual support and dedication without which I would not be receiving this recognition.”

The award presentations were made during a beautiful ceremony at Foxwoods Resort and Casino on October 27, 2022 at 5:30pm.  The presentation of awards was made by William Fitzmaurice, Chair of the CT Council of Regional President’s (CORP).  SEMS staff were present to receive the Departments award with Director Loiz and EMS Administrator Giasullo.

CT EMS Awards:

In existence since 1983 and previously the purview of the Connecticut Emergency Medical Service Foundation. In early 2012 the Foundation contacted the Council of Regional Chairpersons (CORC) for assistance with the CT EMS Awards. As a result of these conversations, CORC had agreed to take a lead role in soliciting nominations and determining the recipients of the awards.
